The Three Fs stood for fair rent, fixity of tenure and free sale.

1) Fair rent: rents which poor Irish landowners could reasonably afford.

2) Fixity of tenure: definite periods of ownership to be established.  It often happened that Irish tenants were evicted without any notice, leaving them homeless!

3) Free sale: that Irish owners be able to sell their land to whom they liked for a fair price
