Minute Book Carlow Union, 1846 - Cover
A typical cover from the Minute Book of the Carlow Union Board of Guardians for the period March 27th 1845 to January 8th 1846. It is one of a set of complete minutes beginning on March 29th 1845 and ending on 10th March 1923. In all, there are one hundred and thirty volumes of Minute Books (including rough minute books) for the Carlow Union. The cover shown is from the first extract Minute Book of Carlow Union Board of Guardians. The first "State of the Union Report" was dated 22nd March 1845.

Spine detail of Carlow Union Minute Books
Minute Books of the Board of Guardians of the Carlow Union showing spine detail for volumes 99-109. These cover the years 1895-1907 inclusive. The minute books record details of day-to-day work of the Board of Guardians and the Carlow Union Workhouse, and include details of correspondence between the Carlow Union and the Poor Law Commissioners details of staff, appointments, contracts and inmates. They are in manuscript format and are signed by the Chairman of the Carlow Union or by a Board member acting on his behalf. The Minute Books of the Board of Guardians are an important source for 19th Century history in each locality.

Map of the County of Carlow 1798
A coloured map published by Laurie and Whittle in London in May 1798. It shows County Carlow with its Baronies, the town of Carlow with Graigue and other towns and villages. It also shows important physical features such as the River Barrow. The surrounding Counties are also indicated. A scale of miles is shown in the left hand corner. The Baronies as shown in this map do not fully represent those which made up the Carlow Poor Law Union. For instance, the three parishes from the Barony of Slievemargy (in Co. Laois) are omitted.

Dunshaughlin Poor Law Union - 26.12.1846 - Tenant Right i
The Guardians refer to the 1946 failure of the potato crop as "the present dreadful calamity" and were concerned that this would dishearten tenants from improving their holdings. They advocate the legal establishment of Tenant Right which would provide the necessary security for investment of labour and capital in agriculture.They resolve to petition parliament for Tenant Right, which they deem "essential to the prosperity of Ireland."

Carlow Courthouse, Carlow 1
Carlow Courthouse – Front approach. Architect: William Vitruvius Morrison (1794-1838). Carlow Courthouse was designed by William Vitruvius Morrison and completed in 1834. It was built under the patronage of the Grand Jury and the Bruen Family of Oak Park, Carlow. It is built of Carlow Granite and set on a high podium, approached by nineteen steps. The Courthouse is designed in the classical style with a projecting central block, screened by an Ionic portico of eight columns with pediment and cornice. On either side of the main hall are the courtrooms covered by half domes and lit through diocletian windows. The courthouse is surrounded by fine cast iron railings and is strategically situated at the junction of the Athy Road and the Old Dublin Road. The interior was refurnished c. 1995 but some of the original features remain intact. Carlow Courthouse is considered to be one of the finest courthouses in Ireland.

Detail from a pre-ordnance survey map of Municipal Boundary changes in Carlow Town, executed by Thomas A. Larcom, Lieut Royal Engineers. It accompanies a "Report upon the proposed municipal Boundary of Carlow" by Thomas R. Mould. This detail shows Carlow Goal, R.C. Cathedral (R.C. Chapel), Courthouse, St Patrick's College and Lunatic Asylum. Workhouse site is marked on the map with an X, beside land owned by Mr. Carey. The Kilkenny Road is shown close to the workhouse site and the River Barrow can be seen on the other side of the Kilkenny Road.

Dunshaughlin Poor Law Union - 24.11.1849 - Markey Letter ii
The Guardians blame high rentals and insecurity of tenure for the poverty and destitution of the late 19th century. They ask for an act of law to be passed which would give the landlord a fair value for his land and secure outlay and occupancy to the tenant. Four substantial "just and simple principles" are specified in detail including regular revision of rent, security of tenure, right of sale and right to improve holdings without incurring a rent increase. In fact, these reforms were not enacted until 1882.

Dunshaughlin Poor Law Union - 12.12.1846 - Overcrowding i
A weekly return to the Poor Law Commission for December 1846 showed that 435 inmates were living in the workhouse, 35 more than the 400 person capacity. The Commissioners express concern at the admission of these additional 35 persons. They fear the spread of disease in overcrowded conditions and recommend seeking medical advice on this. They express concern that the wives and children of men in employment are in the workhouse when the mens' earnings could support them.
