By the second half of the 17th century Ireland was ruled by a group of social elite known as the Anglo-Irish. These were people descended from Normans, Old English, Cromwellian or in some cases Gaelic heritage. The Anglican Anglo-Irish identified themselves as Irish but had little in common with the majority of the Catholic population. The Anglo-Irish held all positions of importance in governance and law and constructed the legal system through the Penal Law to persecute Catholics and to ensure their own success.
