Carlow Courthouse – Front approach. Architect: William Vitruvius Morrison (1794-1838). Carlow Courthouse was designed by William Vitruvius Morrison and completed in 1834. It was built under the patronage of the Grand Jury and the Bruen Family of Oak Park, Carlow. It is built of Carlow Granite and set on a high podium, approached by nineteen steps. The Courthouse is designed in the classical style with a projecting central block, screened by an Ionic portico of eight columns with pediment and cornice. On either side of the main hall are the courtrooms covered by half domes and lit through diocletian windows. The courthouse is surrounded by fine cast iron railings and is strategically situated at the junction of the Athy Road and the Old Dublin Road. The interior was refurnished c. 1995 but some of the original features remain intact. Carlow Courthouse is considered to be one of the finest courthouses in Ireland.

the Guardians refer to the 1846 failure of thepotato crop as "the present dreadful claamity" and were concerned that this would dishearten the tenants from improving their holdings.The advocate the legal establishment of Tenant Right, which would provide the necessary security for investment of labour and capital in agriculture. They resolve to petition parliament for Tenant Right, which they deem "essential to the prosperity of Ireland."

It accompanies a "Report upon the proposed municipal Boundary of Carlow" by Thomas R. Mould. This detail shows Carlow Goal, R.C. Cathedral (R.C. Chapel), Courthouse, St Patrick's College and Lunatic Asylum. Workhouse site is marked on the map with an X, beside land owned by Mr. Carey. The Kilkenny Road is shown close to the workhouse site and the River Barrow can be seen on the other side of the Kilkenny Road.

The Guardians blame high rentals and insecurity of tenure for the poverty and destitution of the late 19th century. They ask for an act of law to be passed which would give the landlord a fair value for his land and secure outlay and occupancy to the tenant. Four substantial "just and simple principles" are specified in detail including regular revision of rent, security of tenure, right of sale and right to improve holdings without incurring a rent increase. In fact, these reforms were not enacted until 1882.

The inmates were tabulated in their various categories, the Master's provisions books were checked and orders specified. Accounts and medical reports were checked. Correspondance from the Poor Law Commission was read into the record and Guardians' responses and instructions were recorded.
