The County Council has a lot of power both in planning and building houses. When a person wants to build a house he has to draw up plans and send them to the County Council to get permission.
There are lots of rules and regulations to deal with. Sometimes if the plans don't fit with what is already in the area, permission to build will not be granted.
The County Council also have a role in protecting old houses of historic interest. You wouldn't be allowed to knock down such a house or make changes without first getting special permission.
