Legislative Changes
One of the key legislative measures that impacts on the construction sector with regard to climate change is the Energy Performance of Buildings Directive (EPBD), which was adpoted into Irish law as regulation in 2006. Following on from the Kyoto Protocol, the EU has set the reduction of greenhouse gas emissions as an important objective.
To tackle this problem in the construction sector, the EPBD contains mandatory measures, which aim to secure a significant reduction in CO2 emissions from buildings. As part of the EPBD, a Building Energy Rating (BER) certificate is required for any building for sale or letting since January 2009.
